Grass Roots Rank and File Launch Conference.

Following the successful meeting of the Grass Roots Left National Committee in Birmingham on 18 January the launch conference of the new Grass Roots Rank and File now looks to be on a far healthier basis than was feared when Socialist Fight supporters had been reduced to a minority of two in defence of the Constitution and Platform of the GRL as the basis for the new organisation at the AGM of 9 November. Between the two meetings the SWP had split at its December conference and the new organisation, now called the Revolutionary Socialists of the 21st Century, took the majority of the Unite the union faction who had supported Jerry Hicks for general secretary twice. Both the SWP and the SR21C attended the GRL NC and as they were now rivals they sought to accentuate their leftism. It seems now that the new joint Rank and File organisation will be open and democratic and be based on a platform and constitution at least similar to the old GRL one. Both Workers Power and Socialist Resistance had to reverse themselves and now say that standing on Jerry Hicks election points really was minimalist and not enough and they abandoned their charges of ultra leftism against SF. The SWP, of course, continues its opportunist tailending of all the other the TU bureaucracies as Laurence Humphries’s report on the Unite the Resistance conference on page 30 makes clear. In the meantime we hear that fusion discussions between Unite and the Public and Commercial Services Union (PCS), whose Executive is dominated by the SP/CWI, are going to succeed because the government will withdraw check-off facilities from the PCS and so probably bankrupt it. The SP has already approached the United Left, the Unite bureaucracy’s mouthpiece, to ensure that they become ensconced as that bureaucracy’s footstools as well as for the RMT’s Bob Crow.

LINCOLN SAVED THE UNION

Lincoln’s concern was to save the Union, not to save or destroy slavery. Lincoln would save the Union the shortest way he could under the Constitution and by using extra constitutional means.

Many people believed that the Civil War was fought on the basis of morals and ethics rather than keeping the Union intact. In truth, Lincoln waged war on secession and nation slavery, his first priority was saving the United States of America. Abraham Lincoln said “what I do about slavery and the colored race, I do because I believe it helps to save this Union” (Voices of America, p. 138). On January 1, 1863, Lincoln issued the Emancipation Proclamation where he freed all slaves in the rebellious states. Lincoln knew this would play a heavy psychological and economical toll on the South, all of which would be an advantage for the Union. Lincoln showed great determination on not allowing secession to occur, the controversial issue of slavery would not stand in the way.

Lincoln would save the Union at any cost, towards slavery. In August, 1862 Lincoln wrote a letter to Horace Greeley, an editor of the New York Tribune, who published an open letter insisting President Lincoln free the slaves immediately. In Lincoln’s reply he wrote “If I could save the Union without freeing any slaves, I would do it, and if I could save it by freeing all the slaves, I would do it, and if I could do it by freeing some and leaving others alone, I would also so that” (Voices of America, p.138). Lincoln objective was to save the Union, not to either save or destroy slavery.

Lincoln’s letter regarding the Union and slavery basically stated that he believed that the Union could be saved without destroying slavery. Lincoln believed if what he was doing hurts the cause he would do less and if it helped the cause he would do more. As soon as Lincoln discovered an error, he tried to correct it as soon as possible and he adopted new views as fast as they appeared to be true.

Even though his main priority was to save the Union, he had to put fourth something to calm the northern anti-slavery forces. Lincoln used his constitutional powers to issue the Emancipation Proclamation that freed the slaves in the rebellious states. He did not issue it on the border states which were still part of the Union but had slaves. He did this to keep the border states from succeeding from the Union. The border states were very important assets to the success of winning the war do to their location and population. Lincoln also suspended the habeas corpus. By doing this, he defied a ruling by the chief justice that stated that only Congress could suspend the habeas corpus based on the Constitution. Lincoln did this so that anti-Unionists could be arrested and not be tried in court. Suspending the habeas corpus is an example of how Lincoln used extra constitutional powers to rescue the Union.

Lincoln suspended habeas corpus and issued the Emancipation Proclamation to re-unite the country the shortest way possible. He had to use extra constitutional powers to do this and be successful. Not concerning with slavery, he saved the Union any way he could.

Labour, The TUC and the Levy

The crisis of British capitalism is reflected in the war waging inside the Labour party between Ed Miliband and Len McCluskey General Secretary of Unite, the biggest trade union in Britain. According to Channel 4’s Fact-Check, “Unite the union is Labour’s biggest donor by far. It has provided 20 per cent, or £11.9m, of party donations since the election.”

Miliband, in a letter to Labour party members, is propagating the idea of “one nation”, so that Labour can prepare for coalition government with either the Tories or Liberal Democrats. Miliband states “A hundred years ago the Trade Unions helped to found the Labour Party”. From 1900 the working class through the trade unions founded, built and financed the Labour party to advance the cause of the working class by representing it in parliament.

Miliband further comments “The organised trade unions are no longer part of the Labour party, we are changing that relationship between the Labour party and the trade unions”. The actions of Kinnock who drove out the Militant Tendency and Blair who removed Clause 4 from the Labour party constitution were de-signed to kill off the last vestige of socialism in the Labour party. Miliband takes up the right-wing offensive anew and wants to turn the Labour party into an open capitalist party with no connection to the trade unions or the working class, although he wants to continue receiving big donations from unions like Unite.

McCluskey’s compromise is not designed to starve the Labour party of funds but accept abolition of the political levy. The levy is taken from each member’s contributions and goes directly to the Labour party. It is approximately £3 per year on an “in if you do not opt out” basis. As in the same debates about the Osborne Judgement from 1909 to 1913 most Tory and Liberal politicians want an “out if you do not opt in” position which would cost the party millions of lost subscriptions. The Great Unrest forced the 1913 compromise we still have today.

Ending the political levy would abolish the block vote at conferences and TU influence in local associations. It was the response that Jerry Hicks got crucially on Labour party funding in the General Secretary election in April from 80, 000 Unite members that aerated McCluskey to make his stance. The Labour party want money for nothing, vague Warwick Agreement pre-election promises never kept

The rank and file influence in the Labour party is via the TU bureaucracy, who are at one with Labour lead-ers in pandering to Imperialist chauvinism: British jobs for British workers, anti-immigrant bigotry and support for wars in Iraq, Afghanistan, Libya and Syria. We must defeat this reactionary clique by establishing rank and file control. The Labour party membership must be won to this mass struggle. This is how to win the British working class to the revolutionary party.

A Message From The Fire Brigades Union (FBU) – Support The Strike!

For two years now our Officials have been in consultation with the  Government under its reform of public sector pension bill, the FBU’s aim is to achieve an occupational pension scheme that fits our occupation that is to say that one that the vast majority of firefighters can reasonable expect to work until retirement. However just before Parliament broke up for its summer recess it announced to the FBU that it was going to draw to a head the consultation and gave us a deadline to agree with their proposals or they would impose a worse scheme upon us. The FBU could not agree with the proposals put forward by CLG as primarily they are unworkable, do not fit the occupation and would lead to mass dismissals of firefighters without a pension or a job but also the FBU do not consider that putting ultimatums to our members is a good way of doing business.

There has been many independent reports completed over the two years, some commissioned by the FBU and some by the Government. This evidence has been used in the consultation and not once has it been disputed or discredited as these reports and evidence is without doubt credible and accurate and the  government ministers can not dispute the findings which broadly support the FBU’s case but more importantly prove that the government proposals are unfair, unaffordable, unsustainable and not designed to fit our occupation. The most notable is an independent report done by Dr Williams, commissioned by the  government, paid for by the government, the author was chosen by the government and the terms and reference was detailed by the government, yet the report their report broadly supports the FBU’s case.

The FBU balloted its members to see if they were willing to take Strike action to defend their Pensions, the Ballot return was excellent 78% “Yes” to support industrial action so our members will be called to walk out the doors at 12:00hrs-16:00hrs on the 25th September, this Wednesday.

Many of our Stations/Workplaces will have a picket but some are considering other activities such as leaving the site and walking into their towns to talk to the public, some are considering marching down to their local MP’s offices and discussing the issues with them. So I guess it would be best if comrades from other trade unions or local supporters and activists want to know what might be happening in their local area please contact the local officials who will be happy to advise.

Anarchist Federation: Anarchists Detained By SO15 (counter-terrorist) Police As They Returned From Swiss Conference

For the past week, thousands of anarchists from across Europe have been
converging in St.Imier, Switzerland to celebrate the 140th anniversary of
the founding of the Anarchist international. The gathering took the form of
a festival and educational, with music, films and entertainment as well as
workshops and discussions.

On returning from the St Imier gathering, two anarchists, one a member of
the UK Anarchist Federation, were detained for nearly two hours at Heathrow
by SO15 (counter-terrorist) police. During the detention, the anarchists
were told that their normal rights did not apply, and had their names,
addresses, email addresses, DNA and fingerprints taken. The detained
anarchists were also forced to sign forms – which may or may not be legal –
waiving their rights to silence and a solicitor. Police also conducted a
thorough search of personal possessions, photocopied literature and
passports and took information from phones and cameras.

During the detention, the police constantly accused the anarchists of lying
about involvement in criminal activity and alleged that they would be
conducting follow-up police action against one of the detained anarchists.
In addition to this, SO15 officers asked a number of inflammatory,
irrelevant and offensive questions, including ‘what would you do if someone
raped your mother?’ evidently in an attempt to cause emotional upset and
illicit angry or violent responses. One member (28) who did not want to be
named for fear of reprisals from the police, said “We were treated like
criminals. I told them I went to the congress as I am an amateur journalist
and I write articles about activism. They saw my note book, camera and
Dictaphone but they said I was lying. One officer said ‘You said you are an
anarchist, I’ve seen anarchists on the news, they are violent, throw
molotov cocktails and disrupt people’s lives not write articles'”.

The counter terrorist officers either didn’t know or chose to ignore that,
during the first day of the gathering, the International of Anarchist
Federations (Of which the UK Anarchist Federation is a member) had issued a
statement rejecting all terrorist tactics as a means of achieving an
anarchist society.

In contrast to the actions of the UK security forces, the local press and
residents in St.Imier reported very positively on the anarchist gathering.
With this incident, we are seeing a further slide towards political
policing and the criminalisation of political ideologies. The two detained
anarchists have not had any involvement in any illegal or violent activity,
or any activity that would concern the counter-terrorist police. As in the
past, when Metropolitan police called on people to give information about
local anarchists ( Anarchists should be reported, advises Westminster
anti-terror police | UK news | The Guardian ), anarchists suffered
harassment for their political viewpoint.

As class-struggle anarchists, we believe that the state does little except
serve the interests of the rich and powerful at the expense of ordinary
people. This is seen clearly when people who hold views critical of the
state are treated as criminals and terrorists. We seek to create a
classless society, based on freedom, equality and co-operation. We believe
in the capacity of ordinary people to run society themselves, without the
interference of bosses or politicians. This incident was not in response to
any crime and constitutes repression and criminalisation of a political
ideology.

PCS Union Joins The Call To Keep The Forests In Public Ownership

The Forestry Commission costs the public less than a packet of crisps a year.

In a report in Sunday’s LabourNet Newsletter,  David Tilley of the Public and Commercial Services union writes: The Forestry Commission, the public body responsible for managing the UK’s forests, costs less than the price of a packet of crisps a year for each person in England.

The value for money provided by the Forestry Commission, at less than 30p each every year, is highlighted as the government prepares to sell off forests with a ’consultation’ expected to be launched today (27 January).

The union, which represents 900 staff at the commission, says the government should keep the whole of the English public forests in public ownership and publicly run.

The Forestry Commission currently runs multipurpose forests – visited by 40 million people a year – providing economic, social and environmental benefits, as required by internationally recognised principles for good forest management.

Public ownership ensures the commission carries out a wide range of functions that the union does not believe can be provided by the private and voluntary sectors.

In 2009 the commission conducted a detailed study of the long-term role of public forests that concluded public ownership was essential in supporting the forestry estate.

Private sector owners would inevitably want to make a profit and would be likely to cut down swathes of forests, restrict public access and facilities, and would not provide the same level of support for environmental objectives.

With charities having to rely on fundraising, as well as support from taxpayer-funded grants, the union does not believe there are any savings to the exchequer from such a transfer.

In a recent YouGov poll for campaign group 38 Degrees, 84% of the public said they did not want their forests sold for private profit, and more than 200, 000 people have signed a petition to oppose the sell-off.

PCS general secretary Mark Serwotka said: “Our public forests are extremely important for the environment, for wildlife and to help solve problems such as climate change. The government is putting all this at risk with a dangerous ideological plan to sell them off to the highest bidder.

“While the voluntary sector does a lot of good work in our forests, we do not believe volunteers can replace experienced staff and forest managers. With the Forestry Commission providing such good value for money the alternative is clear, and the government should scrap its plans to allow big businesses to profit from our natural environment.“

The nearest forests to Guildford that will be sold off under the governments proposals are Blackdown Forest near Haslemere and  Holt Forest near Farnham.
